Abstract: Excerpt: "The broad purpose of this study is to evaluate the Investment Canada Act (ICA) with respect to the main objectives of the ICA. Specifically, it will assess and discuss whether the ICA influences the quantity of inward FDI (IFDI) to Canada, as well as whether the net benefits of IFDI to Canadians are augmented by the review process undertaken under the ICA. Another line of inquiry will evaluate whether and how the ICA might be modified in order to make it a more effective policy instrument in terms of its impacts on the Canadian economy and on Canadian society, more generally."
